Be it enacted by the Moderators of the Ministry as follows: -

1. General Provisions
a) The gravity of the offence(s) shall dictate the punishment.
b) Past offences will be considered where relevant in considering the punishment.

2. Provisions - Minor Offences
a) Minor offences shall be dealt with by the following process:
i) General notice of wrong-doing,
ii) Warning,
iii) Final Warning,
iv) Temporary Ban (of not more than 48 hours).
b) Where the process begins is dependent upon 1 a) and b).

3. Provisions - Serious Offences
a) Serious Offences will be dealt with by the following process:
i) Temporary Ban (of not more than 7 days),
ii) Temporary Ban (of not more than 14 days),
iii) Temporary Ban (of not more than 30 days),
iv) Permanent Ban (with no chance of appeal),
b) Where the process begins is dependent upon 1 a) and b).

4. Provisions for Returning Serious Offenders
a) All those convicted of a serious offence will be placed on probation.
b) Any breach of probation, however minor, within a period of 3 months, shall result in a permanent ban.
c) Any serious breach of probation, after 3 months, shall receive a permanent ban.
d) After 6 months have passed, the offender will no longer be on probation.

5. Provisions for Returning Banned Members
a) If a member receives a Temporary Ban and returns under another name during their ban, their ban shall be increased by one category (i.e. if banned for 7 days, this ban shall be increased to 14 days).
b) If a member receives a Permanent Ban, they will be banned if they return within 6 months, with no chance of appeal.

6. Exceptions
a) Suspected trolls or spies may receive automatic permanent bans, by-passing normal process.
b) Those who pass information from this forum may also receive the same penalty as in 6 a).

7. Appeals
a) Members have the right to appeal against a ban, except where indicated.
b) Members, including those denied a right of appeal, may still issue a notice to an Administrator, if they feel they have been wrongly or unjustly banned.
c) The Administrator's decision in all cases shall be final.

8. Additional Notes
Wherever "member" is used in this Act, this also refers to guest posters, unless otherwise specified.
